The best way to get a feel for a neighborhood is to visit the area at different times of day and night.
To get a better feel for a school visit the school council meetings and any PTO, PTA or Friends of meetings. If the meetings are closed to the public see if the meeting minuets are available.

If you get a chance to talk to a neighbor, do it.
